LOCAL YOUTH CLUB GRANT SCHEME 2011

The Local Youth Club Grant Scheme (LYCGS) supports voluntary youth club activities at local level. Details of the scheme for 2011 have been announced by the Department of Children and Youth Affairs and the scheme is being administered locally by County Galway VEC.

The scheme is intended to support the work of volunteer-led youth groups in the county, with a particular focus on those with members aged 10-21 years. This Grant is to assist the development needs of clubs and can be used to support clubs in their administration, programme and services costs.

Points to note in relation to the Local Youth Club Grant Scheme:
• Priority is given to groups with members between the ages of 10 and 21 years and 75% of the group’s members must be under the age of 21.
• Groups/clubs must be volunteer led and based on the voluntary participation of young people
• groups/clubs must be able to clearly outline the benefits for young people participating in the club/programme/activity.
Please note that sports clubs are not eligible for funding under the terms of this scheme.
The closing date for receipt of applications is 5:00 pm Friday 30th September 2011. Please note that late applications cannot be accepted.

Overview

Our Youth Officer is based at the Administrative Headquarters at Athenry. The Youth Officer is actively involved in the development and co-ordination of youth work within Co. Galway VEC as provided for in the Youth Work Act, 2001.

The Youth Officer duties include:

  • Liaising with relevant organisations and drafting a three year youth work development plan; providing assurance to the Vocational Education Committee that all youth work in the VEC area is provided in accordance with the plan.
  • Prepares annual reports and causes an evaluation to be made of the youth work programmes and services in the area, to enable the vocational education committee to review the Development Plan and produce its Youth Work Report.
  • Co-ordinate plans, proposals and activities with approved national youth work organisations, designated local voluntary youth work organisations and authorised organisations within the VEC area; ensuring co-ordination of youth work programmes and services in the area with education and other programmes for young persons.
  • Makes recommendations on grant applications, registrations and project allocations.
  • Administers expenditure to national and local youth work organisations at local level.
  • Assesses and processes the applications for designation from local voluntary youth work organisations.
  • Monitors and assess the youth work programmes for which money has been provided and in particular evaluates all expenditure incurred in the provision of services.
  • Manage the appointment of the Youth Work Committee, the election process of the Voluntary Youth Council and the organisation of their respective meetings.
  • Prepares such analyses and reports as may be necessary or required from time to time by the vocational education committee or Department of Education and Science.
  • Undertakes any other duties appropriate to the post as determined by the CEO, from time to time.

Youth Work Act 2001

Background:

The Youth Work Act, 2001 was enacted in December 2001. This Act was developed following an extensive consultation process and provides a legal framework to support the provision of youth work programmes and services. It details the functions of the Minister, the Vocational Education Committees (VECs) and national/regional youth work organisations in this regard.

Purpose:

The purpose of the Act is to provide a legal framework for the provision of youth work programmes and services by the Minister, the Vocational Education Committees (VECs) and by National and Regional Youth Organisations.
