Free tuition
Continued welfare payment is subject to satisfying the conditions of the Department of Social, Community and Family Affairs.
Training allowances will not be paid in the education sector. The exception to this is persons who are Youthreach or Traveller eligible who may not have an underlying welfare entitlement and who may be paid a pro-rata training allowance funded by the Department of Education and Science. |

(1) Upper Second Level Education: the person has achieved 5 Ds in the Leaving Certificate or equivalent. Education levels mentioned above are those on starting the programme and need not dictate the programme content e.g. it is open to those with basic education levels to pursue modules at FETAC Level 5, provided that the content and pace of the programme are appropriate to their needs.
(2) Youthreach eligible: young people aged 15-20 who left school early with minimal or no qualifications e.g. less than 5 Ds in the Junior Certificate or equivalent. Traveller eligible: as per Youthreach but with no upper age limit. VTOS eligible: adults aged 21 or over who are at least six months unemployed. Dependant spouses, lone parents and persons with certain disability payments who fulfil these criteria are also eligible.
